I'm not sure about this myself, I seem to have the impression that it's down to the operating system, ie Windows 9x or NT. I seem to remember reading that Windows used to load dlls for each application seperately, but the newer versions were smarter in that they would ensure that only 1 instance of a dll was in use at any one time.
