Is the Report Read Only?

>For no observable reason in the Report Designer when I create a rectangle and wish to fill a color (or change a color in an existing rectangle), when I bring up the the Color Palette bothe the buttons (foreground and background) when pressed remain depressed and no action is taken (no color appears in the rectangle). Any advice on how to bring the color Palette back to life???
