No, I've installed it on several non-pdc/bdc machines. You have to designate a PEC (Primary Enterprise Controller) but that can be the server you're running on. Bear in mind that there can be only one PEC so the selection needs to be coordinated with everyone concerned.

Got your e-mail so I'll reply here. The best info I've found, outside the white paper you referenced, are the help files that come with MSMQ. They can get a little tedious but the information is there. Regards.
