In Step 6 where you indicate the various file locations, there's a check box in the column labeled "PM Item". The "PM" part of this I assume stands for "Program Manager". You must check at least one file to create a Program Group. BTW, since the exectuable used to install you application is a 16 bit, it must create the group and the icon in it via the old DDE interface with the Program Manager (which is invisible under Win32).
