There are literally dozens of things that might affect this. However, one I ran into once that had similar effects was that a virus scanner "auto-protect" feature was set to scan ALL files, not just executables. This caused the virus scanner to scan .DBFs, .CDXs etc. as they were opened the first time, yielding slowdowns similar to what you saw. Reconfiguring the virus scanner to be less aggressive fixed the problem right away.
