While I don't have W2K to test on, my guess is it probably depends on the configuration on the system and what properties you are trying to change.

On my NT4 system, I can change IP address and DNS entries without rebooting. However, if I change any WINS setting or any setting that results in a binding taking place, the system must reboot.

Also, this goes out the window if there are multiple NICs present. For some reason, NT must perform a new binding when there is more than one NIC.
