You mean like the "ILOVEYOU" thing? One way to deal with that would be to delete wscript.exe and cscript.exe. You'd still have all the COM functionality available from within a program. I don't particularly like that solution, however.
The only thing scripting does is
potentially make it easier to wreak havoc. You could even use a DOS batch file to cause a lot of problems. I don't consider this any more dangerous than that.
