I personally (IMHO)do not agree with that. Blinking signals are important (and often critical) part of many interfaces in real world (not necessarily Windows programs). Obviously, there is a need in such interface elements. Windows guidelines are what they are - Windows guidelines, not absolute truth. :)
And what do you see on the web pages? Everything is blinking, jumping and flipping like crazy, so one flashing labelt on one form probably will not kill the users... :)
