I know, and it is my opinion in Nadya's case that they are distracting. If I'm typing something in, I don't want my eyes to be lured away from my work to an indicator that I have read a million times already. It also tends to make a user feel rushed if they see a flashing red light.

I'm not one to defend or oppose Windows Standards, because whatever makes more sense to me makes more sense to me.

When would I use flashing lights or text? During a process where the user might get up and walk accorss the room, and be able to glance at the screen and tell if somethings still going on or not (be able to show if its completed or locked up or still going). Not when I expect the user to be sitting at the screen.

Or possibly, if the app is minimized, and something needs to be done (like the app must be shut down for an update or somethign like that) or an error occurs in a process. I wouldn't pop the app up, thats even more annoying, but I would flash its title onthe task bar.
