But, if the programmer/consultant/user of the work machine is the ONLY one who uses foxpro then the spirit of the license agreement is kept in tact without having to waste time installing and uninstalling. Truthfully, I'm not sure how Microsoft interprets its licenses. I have, however, spoken with other software companies that support this practice.

Well, I don't work for M$, but here's the pertainant passage from the license agreement:

Software Product. Microsoft grants to you as an individual, a personal, nonexclusive license to make and use copies of the SOFTWARE for the sole purposes of designing, developing, and testing your software product(s). Except as provided in Section 2(a), you may install copies of the SOFTWARE PRODUCT on an unlimited number of computers provided that you are the only individual using the SOFTWARE PRODUCT. If you are an entity, Microsoft grants you the right to designate one individual within your organization to have the right to use the SOFTWARE PRODUCT in the manner provided above.

Section 2(a) covers Academic Edition Software. The key to this is the part that says "on an unlimited number of computers provided that you are the only individual using the SOFTWARE PRODUCT." As long as you're the only using it you can put on computers ad infinitum.
