The discussion part of it might work, but the voting part is probably premature and perhaps not needed. I like the wiki for this, because the ongoing "discussion" in wiki format usually results in a document that distills and summarizes the otherwise rambling and scattered nature of forum threads. IOW, it's easier to get a sense of the community's views by reading a mature wiki document that wading through hundreds of thread messages, which usually tend to wander and drift.

I'll try to follow up with Robert and Ricardo over the next couple of weeks to work out a way to facilitate the "dialog with the community" that they discussed with me.
