Hey John,
OK, here's what I do for these situations: I run GENDBC against the changed DBC. I grab the applicable code (stuff that's new or changed) from GENDBC output and put it into another program where I add SET this and SET that (as appropriate) and then test for something that indicates that the DBC structure is old, such as checking for a DBC property with DBGETPROP. If the test passes, it's the old structure and the code grabbed from GENDBC is run. I compile this into a standalone EXE. I send this out with the application EXE with instructions on how to run the update.
