Check the .DEP file, several DLLs may be needed, and copying them is not enough of an install to get it working properly. Mike Helland wrote a FAQ entry on the runtime files, but the exact mix needed depends on what SPs and optional components you need. Use a real installer; you'll stand a better chance of getting things in place, since it may be necessary to use delayed copy and registration on some files on some systems.
