I tried it and you are correct, the device options cannot be saved individually for each printer. I guess it has something to do with the file TTY.DAT where all the options are stored. It seems that TTY.DAT is associated with the printer driver and not with the printer device.
However, if you are trying just to set the page length, than you can probably use just one Generic printer with no control codes defined and force the page length ESC sequence from your program to the printer directly (using ??? at the begining of the printjob). Of course, you can do the same at the end to reset it.
