I've very recently run into this problem. The solution was to manually install another DLL instead. Try copying the file CTL3D.DLL or CTL3D32.DLL in the Distrib.src/System/System16 directory to the users Windows/System directory. I know it is running Windows 95 rather than 3.x but somehow this was the only solution that worked. It's stupid but it works.
