Another thing occurred to me. What about using SEEK() instead of IN()
SELECT
fields FROM helthins_view ;
WHERE NOT SEEK(ssno,'helth_priors_tmp',
Tag) ;
AND NOT SEEK(ssno,'helth_currents_tmp',
Tag)
Might that even be faster?
