I initially had trouble with PWS on NT Workstation too, but I found a page on the MSDN site that listed the required steps in detail. I followed the steps and PWS has worked perfectly ever since. The site is:

Follow the steps for Windows NT. Pay particular attention to step 4. That is what was causing my problem.
