Setup Wizard does not provide the mechanisms to properly install fonts; it can deliver the files, but doesn't offer a hook to the Windows Fonts directory (you can find it using the SHGetFolderPath() API call that I've referenced in the past), and then call the API functions to make the fonts visible and notify other apps of the font's availability. There's an entry in the FAQ regarding font registration.
