There are several companies that sell address cleansing apps - Pitney Bowes, the Post Office and lots of the mailing list manager vendors for example. You can either buy the software, or deliver the data to them and get back a cleansed list, If you do this on a one time or extremely infrequent basis, that's likely the least cost way of de-duping and standardizing addresses. You can write it yourself (I've done it in the past, and now rely on the PB/Transcape address cleansing service of Ascent, but that's not inexpensive, as Ascent is a small to mid-size shipping and mailing system, costing several thousand dollars.
I believe that there are cleansing product available for well under $500, the small office mail packages sold by estamp vendors often have address cleansing as an optional components.
