You really shouldn't try to do this. It's the user's computer and they should have the freedom to set these in accordance with their wishes.

I believe that there's an FAQ on how to retrieve these settings under Win32 and Other APIs. I'd say adjusting the application to fit the user's settings would be far more appropriate.
