Modem sharing per se is not supported under Win98 without third-party software. You can share a modem as a fax printer device, and with Win98SE, can share an Internet connection over a single modem, but there is no IRQ 14 redirector that is a native part of Win98.

Using ICS requires Win98SE on the host PC, and the use of the TCP/IP protocol woth a specific configuration of a TCP/IP subnet, DHCP services provided by the Win98SE station, and a provider who supports Win98 ICS, or a third-party proxy such as Deerfield's WinGate.
