Probably it is the network.
If you have a lot of traffic between the client and the server then your network may significantly slow down when you start another instance on another workstation.
But then they have both to slow down.
It also can be the speed of the server's hard drive. (We have had a performance problem with that)

I haven't heard yet about performance problems having the data on W2000 machines.
