Using the CSIDL is going to become more important as people start using home networks and things like the MS Family Login. Here, I maintain several different logins, letting me maintain several different development configurations based on my login, and so that I can test installs with different privilege sets. I suspect that .NET, where your configuration may follow you around, will rely on the system to properly locate common references for personal options.
