I haven't seen anything indicating whether it's possible or not, just the impression that one should always run a setup to load the dlls to avoid possible Win 95 registry problems (to make Win 95 "aware" of vfp)...
Anyway, I just tested a simple dummy exe from a server, with the 2 dlls in the same directory, on a machine with no vfp5 files at all. I got two errors quickly:
"Resource mismatch..."
"File could not load..."
