>I append a record to both primaty and secondary tables, both records get default values in the key fields for relation; edit not key fields in both and append a new record to the secondary table. Doing this make the RI Trigger fail when I set the buffer mode of the secondary table cursor to Optimistic Row. Every thing works fine if I use the table buffer, but each record of the secondary table has certain independence from the others in the secondary, so I prefer to evaluate them in a row basis.

Make sure blank values are not being saved. Blank values in an index can cause failure. They could be made blank before you realize it & have a chance to edit them.
