It's not pageframe to pageframe - it's page to page. :)
There would probably be tabs. You can add code that tabs (i.e., Tab key) to the first control of the next page when tabbing out of the the last control on one page.
There doesn't have to be tabs, but if the user doesn't need to hit page 2 or 3, and there aren't tabs, it makes it less user friendly to make them go all the way through pages 2 and 3 just to get to page 4.

You may want a form that fits very nicely into the screen with room to spare, but still want it to be scrollable.
Why? I don't know. I myself haven't found a whole lot of use for scrollable forms, except for having one bigger than the screen. And even then, most users seem to like a tabbed form better.
