This is very interesting. I actually something similiar happen to myself. My solution was to provide the source code (which was actually part of our original agreement) which I did not have any complaints about, but the 'boss' wanted me to teach her how to do all the programming needed at her end and to make any needed modifications.
Since training was not part of the original (verbal) agreement (only source code), I told her so. I then wrote up a contract explaining what would be covered under the training and support aspect of her request. Also, I noted that the boss would have to purchase her own copy of Visual Foxpro, and any third party add-ons.
Maybe something similiar would work in your case.
Side note: as a result my boss did purchase all the necessary software and attempted to learn the software (while trying to perform her main job) and realized that it wasn't such a good idea to begin with.
