Check to see if the ProgID is in the registry under HKEY_CLASSES_ROOT. This isn't foolproof, however, since some ActiveX controls have design time and run time licenses (in the form a a CLSID). I don't think that there's a way to determine whether or not the correct license is in the registry. So even if an ActiveX control is registered, it's not necessarily 100% reliable. This, however, is a small percentage of the cases.
