Yes, FOXPROCFG as the means of specifying the CONFIG file to use. I remember seeing temporary files dumped in the root of a referenced drive; it may have been that the actual folder was a problem, but in 2.0, the path was definitely ignored. Since I don't have any more FPD to worry about, my memory may be slipping...
