Handbase would do that for you no problem, it is an excellent product.
I installed one of our road repair schedules on it which amounted to over a thousand items containing lots of text.

The main limitations I found with the product was its inability to handle validation and I had no control over the way it conducted searches.

Any solution you provide with Handbase will rely heavily on cascading pick lists.

You may also want to consider FoxBase running on something like an HP handheld running a dos emulator, I saw this done and it seemed to work fine. This of course would leverage some of your xBase skills and give you powerful coding control.
