Do you know how can I test to see if it is installed?

>WSH is not installed by default on Win95 or Windows NT, although it may be present as a result of installation of IE4 or later. It was an optional component of Win98 (you had to actually work at it to not install it), and the version that you want, WSH 2.0, needs to be installed explicitly after the fact on Win98 - again, installing IE5 fixes that issue. Since there's a self-installing and freely redistributable executable to install the WSH available from MS (see the MS WSH site in my sig block) it's not a big deal to put it in place if needed.
