The words "Oracle" and "cheap" don't belong together in the same paragraph :-)
Oracle is way, way expensive.
I think SyBase SQL Anywhere is a good balance between features and expense but I really haven't checked pricing recently. It used to be one of the cheapest, yet reliable, databases around.
