W98 don't use config.sys, it is for DOS mode only. Windows have their own options somewhere, I don't remember exactly where, but I fixed this by that way when I hit the same problem.

In config.sys it says files=200 and also hileshigh = 200 (Some program added the last statement automatically, I did not). There are no other programs open except the usual residents (anti virus, etc). The problem does not ocurr in an NT machine.
