Most ActiveX controls have a license file (or registry entry) that is distributed with it when you buy the control. The development environment checks that you have this file when you are in design mode and if it isn't available, gives you a warning message or throws something up on the screen that annoys you and your users.

This message can also occur if you try to Addobject/Newobject an ActiveX control at run-time because the same check is performed. While you may have the license file on your development machine, end users don't. The check will fail ans consequently, control instantiation will also fail giving this error.
