I've found it best to create a .BAT file and point my Shortcut at it. In the bat file I explicitly do the following:
d:
cd \apps\fpd26
foxprox -cd:\fpd26\config.fp -t
c:
I've successfully used this techniqque under Win 95/98/SE/NT.
