The trouble is, even with a container which can be in the tab order, it doesn't highlight when it has the focus. If your buttons are covered by another control you can't see the button with focus anyway so if you press return you won't know which button is being clicked.

This is on my list of things I won't do for a client. Buttons are grey unless you change your appearance settings in windows, period. :)
