I reinstalled it several times, myself, before I got the solution in an article published here on the UT KB. It seems that installing some MS Office components may remove the VFP/OCX license entry in the registry. In my case, (I believe) it was MSWord 97.
Anyway, I saved that portion of the registry in a .reg file so I can merge it. Who knows...?
