Installing Windows '95 over Windows 3.1 will cause no end of grief, and
you're experiencing some of it here.
My most common piece of advice with Windows '95 is:
Prior to installing Windows '95, remove _all_ versions of Windows that
are on your hard disk. This will ensure that the install of Windows '95
is as pure as possible and that there's no chance of it using the
Windows 3.11 files to create a hybrid envrironment.
