Discussing the specs down to the finest detail is definetly a requirement. Possibly, the technical part will be discussed with the client's MIS dept, which hopefully will make the specs clearer.
As Paul suggested, it would make sense to phase-out the project with possible (re)evaluation of each phase before execution, in which case the negotiation time would become substantial and it should be accounted for. (See, I got it Jim).
Also, Vlad the book recommended Whil Hentzen's "The 1997 Developer's Guide" looks like a great resource on this subject.
