This is true for most print jobs, but not necessarily with PostScript.
If you take a look at a PostScript output file, it is just a series of text commands in the PostScript PDL. These commands are interpreted by the PostScript interpreter in the printer.
In some ways, this file is similar to an HTML file. There is no inherent reason why a "browser" could not be created to view such a file on-screen. In fact, the NeXT computer did exactly that a number of years ago, with its Display PostScript.
