I just look at them, they should make a difference, but try disabling them. If it doesn't work after that, I dont' have any other ideas, except maybe reinstalling MSDN.
One possiblity could be that HTML Help itself is hosed. Try to run the CHM from Windows Explorer. Another could be that the files VFP needs to use HTML have been misplaced too or something. Can you get any other CHM file to work?
