There's no runtime component set provided with the Tech Preview, so it's likely that you do not have the referenced runtime components. It's not just copy in place and go. You must have the VFP7 multithreaded libraries installed on the NT system to be able to install the COM server, just like you need the runtime installed to laod up a VFP6 MTDLL.
