Yeah, I've hit that on both 98 and NT. My not-very-good solution was to uninstall C++, which fixed the problem in both cases. Wasn't using C++ much anyway. Perhaps a fresh reinstall of C++ might work (and keep the debugger correct) if you need it.

Also, I'll bet there's a registry entry somewhere that you can change to fix it more easily, but I've been locked out on these machines at the times the problem hit.
