I think it's worth adding that (according to a talk he gave in San Francisco) Whil Hentzen NEVER signs a fixed-bid contract unless he has an approved specification file that includes screen prototypes, complete table design, etc. His bids are made on a component basis, where every menu item, every control is counted. Specifications are a separate item, billed on a different rate. This makes design time much easier to estimate.
