My own answer to this was to throw away WinFax and use a CAS Library (like CommTools) to handle the actual faxing. You would then need to create DCX files with a Windows printer driver (like Print2Image - www.faxresource.com). Then you can create all the fax image (DCX) files in advance, and call each one as an attachment - including your cover sheet.

This isn't easy or cheap, but I have a system sending out 10,000 unique fax pages a week using this paradigm :-) It's been working for about 5 years - in FPW2.6, in fact.

I'll be interested in seeing if there are other answers - maybe new ideas?
