No need to appologize.
From what you're saying I have a feeling that a framework would be overkill. If anything, I would start with a class that can read data from the serial port and update a property with the value of the current data.
That would even allow your app to be compiled as a com server and be used through a web site, for example.
You also might want to look into active-x controls that do this for you.
I think you should do a bit of research before plunging head first into reinventing the wheel.
