If you mean at design time, then just add the property and a default value under the DEFINE CLASS clause:
DEFINE CLASS MyNewRelation AS RELATION
cUserProp1 = "My User Defined Property"
nUserProp2 = 4
PROCEDURE INIT
return DODEFAULT()
ENDPROC
ENDDEFINE
