The first thing I'd look at is this: One problem I've seen is file connections not closing quickly enough on the server, usually due to file handle timestamp problems. If you have a tool like NT Server Manager, get on it, and watch the users with that table open.

Watching with Server Manager or similar tool, observe a user get onto the app and open that table, then have them exit app, see if the table still has an open file handle/connection on the server for that user after the app is closed (refresh screen a few minutes to see how long until it actually closes on the server).

If the user's file connection is held open too long by the server after being locally shut, it can result in your problem. Then, it may be something else, too.
