KDevelop-1.2 works in KDE2 also, and if you have installed QtDevel2 you should be able to create KDE2 apps (I think), in addition to Qt apps.
GNOME is definately falling behind in this area, and now De Icaza is calling for Yet Another Reorganization (tm) ;-). KDE is planning to implement corba and bonobo compatibility in the future.
