I also think this is due to a very slow network connection.
You can better do your tests on a local machine with no other programs open, as they may affect the speed.
You could think of opening a lot of views. Or opening and closing them in a loop.
Test it a few times, because Windows will stop operating sometimes for about 100 - 200 ms
